Gas Safety (Gas Quality) Regulations
(Enacting provision omitted—E.R. 1 of 2019)
[1 April 1991]
(Format changes—E.R. 1 of 2019)
These regulations may be cited as the Gas Safety (Gas Quality) Regulations.
In these regulations, unless the context otherwise requires—
relative density (相對密度), in relation to any gas, means the ratio of the mass of a volume of the gas when containing no water vapour to the mass (expressed in the same units) of the same volume of air containing no water vapour under the same conditions of temperature and pressure; sulphur (硫磺) includes sulphur compound; Wobbe number (華白指數) means the number derived by dividing the calorific value of any gas by the square root of the relative density of the gas.No person shall supply any gas through—
a service pipe; or
a gas main,
at a pressure which is less than the pressure specified in column 2 of the table to this regulation in relation to the range of Wobbe numbers specified opposite thereto in column 1 of that table applicable to the gas supplied.TablePressure of Gas Supplied Through Service Pipes and Gas Mains
| Column 1 | Column 2 | |
| Range of Wobbe numbers in Megajoule per cubic metre | Pressure measured in kPa in excess of atmospheric pressure | |
| Not more than 31 | 0.5 | |
| More than 31 but not more than 40 | 1 | |
| More than 40 but not more than 72 | 1.25 | |
| More than 72 | 2 | |
No person shall supply any gas specified in column 1 of the table to this regulation which contains more than the proportion of sulphur specified opposite thereto in column 2 of that table.TablePurity of Gas Supplied
| Column 1 | Column 2 |
| Type of gas | Maximum proportion of sulphur permitted |
| Town gas | 5 mg of hydrogen sulphide per standard cubic metre |
| Natural gas | 5 mg of hydrogen sulphide per standard cubic metre |
| Liquefied petroleum gas | 0.02% by mass total sulphur |
Subject to subregulation (2), no person shall supply any gas which does not possess a distinctive smell.
Subregulation (1) shall not apply to the supply of gas for use in—
cigarette lighters; or
aerosol cans.
Any person who contravenes regulation 3, 4 or 5(1) commits an offence and is liable on conviction to a fine at level 3 and, in the case of a continuing offence, to a daily penalty of $1,000.
It shall be a defence to a charge under regulation 6 alleging the contravention of a provision referred to in that regulation that the person charged—
shows that such contravention was due to circumstances beyond his control; and
took all reasonably practicable steps to prevent such contravention.
The Authority may exempt in writing any person from any of the provisions of regulation 3, 4 or 5(1)—
where the Authority is of the opinion that the safety of members of the public will not be prejudiced by such exemption; and
subject to such reasonable conditions as the Authority thinks fit specified in such exemption.
