Sewage Services (Sewage Charge) Regulation

Subject to subsection (2), for the purposes of section 3(1) of the Ordinance, the prescribed rate for each cubic metre of water (other than water supplied specifically for flushing purposes) supplied during a billing period— (L.N. 45 of 2007)
that commences in a period specified in column 2 of Part 1 of Schedule 1 shall be the rate specified in column 3 of Part 1 of Schedule 1 opposite to that period;
that commences on or after 1 April 2018 shall be the rate specified in Part 2 of Schedule 1. (L.N. 96 of 2007)
For a trade, business or manufacture listed in Schedule 2, the amount charged under section 3(1) of the Ordinance shall be equal to 70% of the volume of water supplied, other than water supplied specifically for flushing purposes, multiplied by the rate prescribed under this section. This section applies in relation to the sewage charge for fresh water supplied during the concession period for use for a purpose described in item 1(a), (d), (e) or (f) of Part 3 of Schedule 1 to the Waterworks Regulations (Cap. 102 sub. leg. A) (specified sewage charge).
Despite section 2 and subject to subsection (3), the amount of specified sewage charge is reduced by 75%.
The amount that may be reduced under subsection (2) in relation to each meter covered by a water bill must not exceed the maximum amount calculated in accordance with the following formula—
| maximum amount = $411.05 | × | number of days that are covered by the water bill and that fall within the concession period. |
If—
the Water Authority issued, on a day before 29 April 2020 (billing day), a water bill that covered the concession period (or a part of it);
the amount of specified sewage charge (or a part of it) demanded in the bill has been paid (whether before, on or after 29 April 2020); and
the amount so paid is in excess of the amount of specified sewage charge that should have been charged had this section been in force on the billing day,
the Drainage Authority must refund the excess payment. (L.N. 179 of 2020)
In this section—
concession period (寬免期) means the period from 1 December 2019 to 31 July 2023 (both dates inclusive); (L.N. 179 of 2020; L.N. 36 of 2021; L.N. 188 of 2021; L.N. 29 of 2022; L.N. 223 of 2022) meter (水錶) has the meaning given by section 2 of the Waterworks Ordinance (Cap. 102); water bill (水費單) means a water bill issued by the Water Authority for a sewage charge.This section applies in relation to the sewage charge for fresh water supplied during the concession period for use for a purpose described in item 1(a), (d), (e) or (f) of Part 3 of Schedule 1 to the Waterworks Regulations (Cap. 102 sub. leg. A) (specified sewage charge).

In this section—
concession period (寬免期) means the period from 15 January 2026 to 14 January 2027 (both dates inclusive); meter (水錶) has the meaning given by section 2 of the Waterworks Ordinance (Cap. 102); water bill (水費單) means a water bill issued by the Water Authority for a sewage charge.For the purposes of section 9(1)(d) of the Ordinance, no sewage charge shall be reduced, waived or refunded unless the volume of wastewater being discharged into a communal drain or communal sewer is not more than 85% of the volume of water on which the sewage charge is based.
